When you apply design to your live ebay listings your are actually amending your listings, and with all revisions eBay will check the content of the revision to ensure that you are not violating their listing policy. The error you are receiving is an eBay error, generated because some wording within your seller information section is in violation of eBay's listing policy. You should check and amend the seller information you have entered to confirm with eBay's listing policy, once your have done this you will be able to apply design to your listings. The most common reason for eBay rejecting an amendment is payment types. If you have stated your accept money orders or checks, eBay do not allow it's sellers to offer these offline payment methods within its listings. Here is a link to eBay's listing policy. http://pages.ebay.com/help/policies/selling-practices.html If you are a new seller on eBay you may have seller restrictions in place which limit the number of new listings and revisions you can make within a time period.
